Bohol’s Provincial Development Council Approves the Provincial Development Investment Program (PDIP)

Atty. John Titus Vistal presented to the Provincial Development Council’s (PDC) Full Council members during its latest meeting in June 2011 the  Project Evaluation Criteria and Criteria Weights in the prioritization of programs and projects of Bohol.   This is based from the prioritization technology of the National Economic Development Authority (NEDA) which emphasizes prioritization of programs and projects regardless of the source of fund.

Governor Edgar Chatto emphasized that the province’s HEAT Bohol Program has been incorporated in the prioritization criteria and has captured the national agenda.  It will harmonize the coherence of provincial, municipal and barangay level.

Ms. Emilia Roslinda, Executive Director of PROCESS Bohol and representative of the Private Sector to the PDC,  moved to approve the Provincial Development Investment Program for CY 2012-2015 and endorse it to the Sangguniang Panlalawigan for approval.

The highlights of the Executive Legislative Agenda (ELA) of the Province  of Bohol for CY  2011-2013 was presented by Mr. Romeo Teruel, head of the Bohol Center for Development Studies (BCDS).  He discussed about the sectoral situationer, sectoral goals/objectives/targets, 3-Year Capacity Development Agenda, 3-Year Legislative Agenda and the Local Development Investment Program.  He further presented Bohol’s Overarching Development Framework which includes HEAT BOHOL and LIFE HELPS.

Engr. Emigdio Acierto, Manager of the Bohol Water Utilities, Inc. (BWUI) and Chairman of the Infrastructure Committee of the PDC,  presented to the Council the highlights of the Provincial Road Network Development Plan (PRNDP) for CY 2011-2015 with the following contents:  overview of PRNDP and the Provincial Road Management Facility (PRMF), provincial road situationer, proposed core road network (selection and prioritization criteria, proposed roads for rehabilitation, maintenance or upgrading), capacity development strategies and road investments.

Atty. John Titus Vistal then  presented to the Council the highlights of the Joint Memorandum Circular (JMC) No. 1-2007 of DILG, NEDA, DBM and DOF. The purpose of the JMC is to harmonize and synchronize the planning, investment, programming, budgeting and expenditure management and revenue administration at the local level.

On motion of Mr. Timoteo Quilas, President of the Federation of Disabled Persons in Bohol, and duly seconded by Duero Mayor Cornelius  Ocay, the PDC passed the resolution  approving  the  barrier-free tourism to be  integrated in  the  tourism programs and projects of the Executive- Legislative Agenda.

Finally, through a motion of Engr. Panfilo Asares, Executive Director of the FCB Foundation and Private Sector Representative to the PDC,  the Full Council passed a resolution  expressing sincere sympathy and condolence to the bereaved family of Juan Ong Lim.
