The Provincial Government of Bohol (PGBh), under Gov. Erico Aristotle C. Aumentado, and through the Provincial Development Council (PDC), convened successive Executive Committee (ExeCom) meetings with its five (5) different sectors from January 26-30, 2026 at the Atty. Juanito Cambangay Conference Room of the Provincial Capitol to discuss key infrastructure priorities for Fiscal Year 2027.
Among the attendees were Provincial Planning and Development Coordinator (PPDC) Atty. John Titus Vistal, Provincial Administrator (PA) Asteria Caberte, 3rd District Board Member Hon. Nathaniel Binlod, representatives from the province’s three legislative districts, and private organizations.
The successive five-day sessions focused primarily on each sector’s priority areas.
The Infrastructure Development Sector delved more into regional connectivity enhancement, reducing logistics costs, and bringing essential national government services closer to the Boholano people. Its meeting even opened with a proposal from the Land Transportation Franchising and Regulatory Board Region 7 (LTFRB-7) for the acquisition of a lot for a satellite office in Bohol to provide full LTFRB services locally. LTFRB Officer-in-Charge (OIC) Regional Director (RD) Eugenio Ibo Jr. announced that starting February 6, 2026, services will be delivered every Friday via an LTFRB Help Desk at the Provincial Capitol’s ground floor, ensuring faster and more accessible service for transport stakeholders and franchise applicants. (It can be noted however, that due to Tropical Storm (TS) Basyang, the LTFRB opted to start their services in Bohol on February 13, Friday).
The sector also featured presentations from the Department of Public Works and Highways (DPWH). All three District Engineering Offices (DEOs) presented a synchronized review of General Appropriations Act (GAA) allocations for FY 2024–2026 and proposed Annual Investment Programs (AIPs) for 2027. The 1st DEO highlighted 186 projects and a shift from re-blocking to full road reconstruction for poor-condition roads, the 2nd DEO emphasized diversion and bypass roads to decongest urban centers, and the 3rd DEO showcased the proposed Bohol Integrated Highway to complement the province’s nautical highway system. Updates were also provided by the Philippine Ports Authority (PPA) on port upgrades, and by the National Irrigation Administration (NIA) on irrigation expansion to support food security and climate-resilient agriculture.
The committee’s approval of the Priority Programs, Activities, and Projects (PAPs) of LTO-VII and DICT Bohol for FY 2027 concluded the sector meeting on Infra and the LTO-7’s modernization through the Land Transportation Management System (LTMS) and DICT’s fiber optic expansion supporting Tagbilaran City as a “Digital City” reflecting the province’s commitment to balancing economic growth with environmental preservation.
For the Environment Management Sector, their meeting also focused on the (PAPs) of the Department of Environment and Natural Resources (DENR)–Bohol, the Environmental Management Bureau (EMB)–Bohol, and the Mines and Geosciences Bureau (MGB) for implementation in the province for Fiscal Year 2027.
Their deliberations aimed to ensure that proposed initiatives are aligned with the province’s development goals and environmental priorities, particularly in strengthening sustainable resource management and environmental protection efforts across Bohol.
Gov. Aumentado also brought together key provincial officials, partner national government agencies, and peace and order stakeholders to review priority development and security concerns in the province for the Development Administration Sector. Their session also endorsed the PAPs of various agencies, including the Bohol Provincial Police Office (BPPO), National Police Commission (NAPOLCOM), Bureau of Jail Management and Penology (BJMP), Parole and Probation Office (PPO), Philippine Coast Guard (PCG-Eastern and Western Commands), Bureau of Fire Protection (BFP), and the Bohol Maritime Police Station (Maritime Group-Bohol). These programs focus on strengthening public safety, disaster preparedness, maritime security, fire protection, and corrections management.
The ExeCom also approved the Supplemental Annual Investment Program (SAIP) No. 1 for CY 2026 to address emerging priorities.
The sessions reaffirmed the province’s commitment to collaborative governance, fiscal prudence, and sustained peace and security, in line with the Strategic Change Roadmap of the PGBh toward a smart, resilient, inclusive, and sustainable UNESCO Global Geopark and a Regenerative Island Province, the first and only in the country.
