Theme: A Market Place of Poverty Reduction Initiatives
Rationale
The Provincial Government of Bohol is firm in its resolve to reduce poverty incidence throughout the island province. We have, in fact made the Bohol Poverty Reduction Program the centerpiece of all provincial programs and projects. In the past three years, we have met with considerable success, most notably our leap from among the Top 20 Poorest Provinces in 2001 to No. 52 on the same list in 2003 (based on data from the National Statistical Coordination Board).
The PDMS, a software that we have developed in partnership with the Bohol Local Development Foundation (BLDF), will serve as our tool to monitor project and intervention outcomes, as well as measure reduction in specific indicators of deprivation at the household level.
We are aware, of course, that poverty reduction is the main thrust of the Millennium Development Goals of the United Nations, which aims to halve extreme poverty all over the world by 2015. We intend to work vigorously towards the accomplishment of these goals at the local level. This is why we have conceptualized the Poverty Fair: A Marketplace of Poverty Reduction Initiatives, which was successfully launched in October 2006.
During this two-day activity, each municipal local government unit (LGU) in Bohol will be given a booth at which they will present their project proposals, for direct perusal and review by representatives of donor agencies. These will essentially be proposals for small grants: projects and interventions that require funding from Three Million Pesos (Php 3,000,000.00) and below. We further emphasize that the city/municipal LGUs are willing to provide counterpart funding where needed. The afternoon of October 16 will be devoted to perusal of poverty reduction projects and interaction and discussions between Grant Agencies, NGOs and other invitees and the Project Proponents, i.e., the representatives of the LGUs.
