The recent outbreak of the coronavirus disease 2019 (COVID-19) was declared public health emergency of international concern by the World Health Organization (WHO). Amidst our hectic schedules to institute measures to address the ongoing threat of COVID-19 in the island Province of Bohol, it is with pride and honor that I present this Provincial Annual Report for CY 2019, which includes the achievements of both the past and present administrations.

This Annual Report follows the format prescribed by the Department of Interior and Local Government (DILG). The Office Accomplishments are consistently hewn to the sectoral classification of the National Economic Development Authority (NEDA), as follows: Economic Development, Social Development, Development Administration, Environmental Management and Infrastructure Development.

Guided by the overarching development framework of the Province of Bohol, the Provincial Government of Bohol leads the 48 local government units, the national government agencies, civil society organizations, the private sector and the general public to pursue strategies consistent with the sectoral development pillars.

Considering that the Province is still faced with the imminent risk of coronavirus contagion, the current leadership, with full support of the Sangguniang Panlalawigan through legislation, will push forward with our development plan for 2020, giving top priority to public health to protect not only the vulnerable sector of the society but all constituents of Bohol. The greater common good shall be given importance over individual human rights to ensure the preservation of sacred life. Public service is after all for the benefit of the greater majority.
