First of foremost, allow me to congratulate the members of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) and all stakeholders in the province of Bohol for completing the series of workshops to come up with an updated Provincial Disaster Risk Reduction and Management Plan for 2023-2025.
Their cohesive and collective efforts in coming up with this PDRRM Plan is a manifestation of how Boholanos unite as one to show their support to this administration’s governance and prioritization of DRR programs.
The M7.2 Great Bohol earthquake in 2013, the COVID-19 and Typhoon Odette that hit the province of Bohol may be catastrophic, but it cemented the Boholano spirit of resiliency that allowed us to rise from the rubble and pushes us to become what we are and to where we are now.
I am deeply honored for the province of Bohol to be one of only two provinces in the country to be piloted by the Office of Civil Defense (OCD) with the Japan International Cooperation Agency (JICA) on this new face of LDRRM plan, of which our PDRRM Plan will serve as the model in LDRRM planning.
This crafting of this LDRRM Plan provides the guidelines for hazard information use and risk assessment; guidelines for the formulation of RDRRMP/LDRRMPs; OCD’s information management (including global indicators such as Sendai Framework for Disaster Risk Reduction), monitoring, and evaluation system; establishment of training system to replicate the project outcome and conduct training for regions and LGUs in the Philippines. The overall purpose of this plan is to reduce disaster human casualties and economic losses.
Lastly, I enjoin all Boholanos to work hand-in-hand in achieving a safer, adaptive and disaster resilient Filipino communities toward sustainable development.
