In previous years, the Monitoring and Evaluation functions of the Provincial Development Council of Bohol had not been given full focus or attention, which had resulted in some inefficiency and ineffectiveness in program and project development, a situation that had resulted into the minimized impact of their benefits. It is for this reason that the Project & Monitoring Unit of the PPDO (PDMU), with the cooperation of the five sectoral monitoring units (SMUs) composed of PGBh designate M&E Officers, started to institutionalize the Provincial Monitoring and Evaluation System (ProMES), the monitoring tool of the Provincial Government, in the hope of strengthening the Monitoring and Evaluation functions of the Provincial Government.
The Monitoring and Evaluation (M&E) Report’s objective is primarily to monitor and evaluate the status of accomplishment of programs, projects, and activities (PPAs) implemented by the Provincial Government offices/units, as monitored by the Provincial Project Monitoring Committee of the Province of Bohol (PPMC-Bohol).
Also presented are the brief overview of Monitoring and Evaluation processes, Provincial Monitoring and Evaluation System (ProMES) of the Provincial Government of Bohol (PGBh), objectives, composition, organizational structure, functions and responsibilities of the Provincial Project Monitoring Committee (PPMC), monitoring procedures, and reporting guidelines and processes. Further, included in the monitoring report is a section listing recommendations for project implementation enhancement, fund utilization and processes improvement for their speedy implementation.
