The Provincial Development Council Executive Committee (PDC ExeCom) of Bohol met on March 7, 2017 to discuss urgent matters needed for endorsement to the Regional Development Council.
OIC-Provincial Agriculturist Larry Pamugas presented the Provincial Commodity Investment Plan (PCIP) for Seaweeds and Native Chicken in the Province of Bohol under the Philippine Rural Development Project (PRDP). To recall, the PDC-ExeCom has approved and endorsed to the Sangguniang Panlalawigan of Bohol the PCIP for Seaweeds and Native Chicken as one of the priority commodities of Bohol thru PDC ExeCom Resolution No. 46-2015 and PDC ExeCom Res. No. 37-2016 – Approving the Provincial Commodity Investment Plan (PCIP) for Native Chicken of the Province of Bohol and favorably endorsing the same to the Department of Agriculture (DA) for support and funding.
The PDC ExeCom approved and endorsed to the Regional Development Council (RDC) the PCIP of Seaweeds and Native Chicken of the Province of Bohol under the PRDP for support and funding assistance.
District Engineer Francis Antonio Flores of DPWH District 1 presented the 2018 Projects, Activities and Programs (PAPs) of the DPWH as of March 6, 2017 after which the PDC ExeCom passed and approved the resolution favorably re-endorsing to the RDC the proposed FY 2018 Infrastructure Programs, Activities and Projects of the Department of Public Works and Highways (DPWH), 1st Engineering District in the Province of Bohol.
Engr. Hermilo Arcaya, Deputy PPDC and ODA Section Head of PPDO, then presented the proposed Reclustering for Bulk Water Supply in the Province of Bohol. The proposed reclustering of municipalities takes into account the 2 studies conducted: Feasibility Study for Bulk Water Supply under the Bohol Water and Sanitation Project of USAID COMPETE and the Bohol Integrated Water Supply System Master Plan under the LGDP of AusAID. The PDC ExeCom then passed and approved the resolution adopting the Reclustering of Municipalities for the Sustainable Bulk Water Supply Development in the Province of Bohol.
Ms. Ana Loinda Saluan, Head of BCDS and PEEMU, presented the proposed designation of the Provincial Government Lot in the Municipality of Cortes as Medical Tourism and Mixed Use Development Zone. The Cortes Medical Tourism Zone is located at Barangay Malayo Norte, Malayo Sur, Cortes, Bohol with an area of 20.3095 hectares.
Gov. Chatto shared that DOH Secretary Paulyn Jean Rossell-Ubial told him that Bohol will have the first government medical tourism facility in the country and that the DOH is putting in investment in this project. Services will be upgraded, not only as a traditional general hospital but as an upscale medical tourism hospital.
The PDC ExeCom favorably endorsed the conduct of feasibility study and proposed designation of the Provincial Government lot in the Municipality of Cortes as medical tourism zone, retirement ecozone and mixed use development zone to appropriate government agencies for support and funding
The governor further informed that the province needs to fast track this project due to the coming moratorium on land conversion.
Engr. Arcaya presented the Feasibility Study and Construction of Waste Water Treatment Facility for Panglao Island proposed for JICA funding. The establishment of Waste Water Treatment facilities in the province of Bohol is among the priorities set in the spatial development plan of the province. Such environmental management infrastructure is necessary in urbanizing areas and high-density tourism zones such as in Panglao Island, and Tagbilaran City.
The PDC ExeCom favorably endorsed the conduct of feasibility study and construction of waste water treatment facility for Panglao Island, Bohol to the Central Visayas Regional Development Council (RDC-7) and Japan International Cooperation Agency (JICA) for support and funding.
Provincial Administrator (PA) Alfonso Damalerio II presented for the information of the body the proposed construction of the 2.2 kilometer-third bridge worth P3.1B connecting Pooc Pantalan, Tagbilaran City and Panglao Island through an interchange in Totolan, Dauis.
Gov. Chatto remarked that the viaduct type of development will not affect landowners because of the use of Overhang Bridge to an interchange. The first phase will start in 2018 through a Multi-Year Obligation Authority (MYOA).
PA Damalerio then presented the Feasibility Study for the road network and traffic flow improvement at the area of the New Bohol Museum, Plaza Rizal and Provincial Capitol Building.
The PDC ExeCom then passed and approved the resolution favorably endorsing the conduct of feasibility study on traffic management for the streets in Tagbilaran City, Bohol, particularly along the Rizal Park fronting the old Capitol Building, St. Joseph Cathedral, and major roads within the vicinity to the Department of Public Works and Highways (DPWH) and to the Regional Development Council, Region VII (RDC-7) for support and funding.
PA Damalerio also presented the Feasibility Study for the road infrastructure to decongest the traffic flow along JA Clarin Street near the City Hall junction going to the Island City Mall and street going to the new Provincial Capitol Building.
The PDC ExeCom then passed and approved the resolution favorably endorsing the conduct of feasibility study on traffic management for the streets of Tagbilaran City, Bohol, particularly along J.A. Clarin Street fronting the new Tagbilaran City Hall and major streets within the area to the Department of Public Works and Highways (DPWH) and to the Regional Development Council, Region VII (RDC-7) for support and funding.
PA Damalerio then presented the Feasibility Study for the construction of a fourth bridge linking the City of Tagbilaran to Panglao Island.
Without much ado, the PDC ExeCom passed and approved the resolution favorably endorsing the conduct of feasibility study for the construction of a fourth bridge linking Tagbilaran City (through Barangay Bool) to Panglao Island to the Department of Public Works and Highways (DPWH) and to the Regional Development Council, Region VII (RDC-7) for support and funding.
The PDC ExeCom also passed and approved the resolution favorably endorsing the proposed road development projects in the Province of Bohol under the Roads Leveraging Linkages for Industry and Trade (ROLL IT) program to the Central Visayas Regional Development Council (RDC-7), Department of Public Works and Highways (DPWH) and the Department of Trade and Industry (DTI) for support and funding.
